Giuseppe Mancinelli was a Neapolitan painter who specialised in religious painting, histories and portraits. During his training, he spent some time in Rome, but from 1851, he stayed in Naples again. Little is known about his life. He executed numerous works throughout southern Italy, including altarpieces and frescoes in Naples and Sorrento and a ceiling fresco in the Teatro Communale in Siracusa. From 1853, he was a professor at the Academy of Arts in Naples.
