Phil Baker (1896 - 1963) was a popular American comedian and radio announcer. Baker also was a vaudeville actor, composer, songwriter, accordionist, and author. 

The inscription on the back of this photograph tells us that Steichen took the picture on May 12th 1927. It was first published in Vanity Fair in July of the same year.
